Totally a skirt. It used to be that a kilt was "special" because you never knew what was (or wasn't) underneath it. Well, the Simpsons ruined that... But that's besides the point. We don't know what most women have under their skirts any more either so what's the diff?
Pretty much, yup. I have read several novels situated in Scotland. Numerous descriptions of men looking quite handsome and virile in their kilts. Couldn't quite picture it, or at least not in those terms. More power to 'em....it's a cultural thang.

They have a whole store in Seattle devoted to these man-shirts. (Mirts). They have a catalog of how you can be manly and wear them.
It is not catching on anywhere but in that store and maybe around seattle's certain areas.
